Because of the rapid changing in industry, the variety and complexity of industrial waste have increased in Taiwan recently. Taiwan EPA conducted the “Industrial Waste Management and Cleanup Plan” (IWMDP) in Jan. 2001 and the “Follow-on General Industrial Waste Disposal Plan” in Jan. 2002 to deal with the serious problem of industrial waste disposal efficiently. By strengthening the source control, tracking, and auditing and integrating the national and local competent authority to draw up a plan and establish waste treatment facilities, the project eliminates the imbalance of the supply and demand of industrial waste treatment facilities and raises the capacity of industrial waste treatment. To follow the global trend of “Zero Waste”, the project has also proposed a zero waste strategy for industrial waste management in the next 15 years. Based on the project, we assisted the competent authority to execute related measures, revise the regulations, summarize the data of online declaration, review the action plan execution, conduct the index of zero waste, and establish and maintain the promotion website. Further, we also held several public explanation meetings to introduce the recent performance of industrial waste control and the integrated strategy of “Zero Waste” in the future. The project has reviewed related regulations of industrial waste, the background of the industrial waste reuse, and the technology and economic benefit of waste reuse, and updated the inventory of online declaration data and the estimation of waste treatment capacity. According to the project, we found the total surplus of the treatment capacity of the industrial waste is nearly 3.41 million ton. It means it has sufficient spaces to treat the nationwide industrial waste. Moreover, we also held one business review meeting of the competent authority, two public explanation meetings, and one conference meeting in order to provide the competent authority as reference to propose “Zero Waste Management Plan”. By exchanging information about “Zero Waste”, we could integrate opinions into a common consensus. Finally, the project also assisted Taiwan EPA to finish seasonal review of the Action Plan and propose the “Zero Industrial Waste Action Plan”.
